Lon C Hill Power Station

Redevelopment

With the Texas Commission on Environmental Management (TCEQ) and the Region 6 of the Environmental Protection Agency (EPA), eSPARC filed Prevention of Significant Deterioration (PSD) applications on behalf of the Lon C Hill Power Station from 2013-2015. The applications consisted of:

  • Specific emission rate calculations for all operational scenarios and evaluated equipment
  • Detailed Best-Available-Control-Technology (BACT) Analysis for all pollutants (including GHG) 
  • Comprehensive State and Federal Regulatory Applicability Analysis
  • Detailed NSR Applicability Review 

In addition to the applications, this project included extensive atmospheric dispersion modeling, including:

  • NAAQS Significance Impact Level (SIL) and Area of Impact (AOI) analysis for NO2, CO, PM10, PM2.5, SO2 and H2SO4
  • PSD Increment analysis for NO2, CO, PM10 and PM2.5
  • State NAAQS analysis for SO2, State Property Line analysis for SO2 and H2SO4, and State Health Effects analysis for NH3 and formaldehyde
